Every age limit, GPA rule and language threshold below comes from the 2027 cycle guidelines and the embassy pages linked in each section. Where a figure applies only to the university-recommendation route or only to a specific embassy, the text says so.

⚠️ Three things to know before reading:

1. Two routes, two rulebooks. Embassy Recommendation and University Recommendation share age limits and nationality rules, but the GPA and language thresholds differ. Applying university-route rules to an embassy application is the single most common eligibility mistake.

2. The 2027 embassy round is closed. Embassy calls for 2027 ran from April to June 2026. University-route windows are open now. The next embassy round (for 2028) opens around April 2027.

3. Age limits have almost no exceptions. The guidelines allow an age waiver only for country-level circumstances such as military service or war disruption. Personal circumstances — finances, family, career timing — do not qualify.

Quick answer

MEXT uses one term for both “eligibility” and “requirements”: qualifications and conditions. Every rule below falls under it. It covers who can apply (nationality, age, academic background, health) and what you must prove (transcripts, language ability, medical certificate). This page walks through all of them, split by route where the rules differ.

2027 thresholds: Research applicants born on or after 2 April 1992; undergraduates born on or after 2 April 2002. Embassy research applicants are judged on percentages (India: 70%, Nepal: 70% natural sciences). University-recommendation applicants are judged on a 2.30/3.00 GPA and either JLPT N2 or CEFR B2.

What to do first: confirm your nationality is eligible, then your age, then your route — because the route decides everything else. For documents, see the Required Documents Guide.

Which category fits your background?

Seven categories exist. Yours depends on your highest completed qualification and your intended degree. Applying under the wrong category is an automatic disqualifier.

If you have Apply under Notes
A bachelor’s degree or higher Research Student Master’s or doctoral. Highest age ceiling.
Completion of secondary school (12 years) Undergraduate Five-year award, includes a preparatory year.
Secondary school + technical stream College of Technology (KOSEN) Four years. Embassy route applies via the college.
Secondary school + vocational interest Specialized Training College Three years. Embassy route only.
Teaching credential + classroom experience Teacher Training 1.5 years. Embassy route only.
Enrolled in a bachelor’s abroad, studying Japanese Japanese Studies One year. You return to your home university after.
Young public administrator Young Leaders’ Program Neither standard route; separate nomination.

If you are over the age limit for your degree level, check whether a higher category covers you — for example, over-age Undergraduates with a bachelor’s degree can apply as Research Students. For amounts and program length per category, see the MEXT Scholarship guide.

Nationality

You must hold the nationality of a country with diplomatic relations with Japan. Japanese nationals are ineligible.

Dual nationality: if you also hold Japanese nationality, you can only apply if you live outside Japan at the time of application and renounce Japanese nationality by the date of arrival. The first screening happens at the embassy of the nationality you choose. If you cannot commit to renouncing in time, you are ineligible.

Age limits (2027 cycle)

All limits use 1 April 2027 as the reference date. Verify on your embassy’s 2027 call before applying.

Category Age limit Birth date requirement
Research Student Under 35 Born on or after 2 April 1992
Undergraduate Under 25 Born on or after 2 April 2002
College of Technology (KOSEN) Under 25 Born on or after 2 April 2002
Specialized Training College Under 25 Born on or after 2 April 2002
Teacher Training Under 35 (confirm) FY2026 cutoff was 2 April 1991. FY2027 cutoff likely follows the Research year. Confirm on your embassy’s call.
Japanese Studies 18–30 FY2026 window: 2 April 1996 – 1 April 2008. FY2027 window not yet published.

Exceptions. The guidelines allow an age waiver only when MEXT judges that country circumstances — military service, war disruption — prevented you from applying in time. Personal circumstances (finances, family, health, career) do not qualify. If you were born in 1991 or earlier, check your embassy’s page before assuming you are out.

GPA: how MEXT actually calculates it

MEXT uses a weighted formula that converts your grades into fixed points. It does not use the standard 4.0-scale GPA your university may print.

The MEXT formula

GPA = (3 × N₃ + 2 × N₂ + 1 × N₁ + 0 × N₀) ÷ total registered credits

N₃, N₂, N₁ and N₀ are the credits earned in courses graded at 3, 2, 1 and 0 points.

Grade mapping

Scale Grades Points
4-level (words) Excellent / Good / Fair / Fail 3 / 2 / 1 / 0
4-level (letters) A / B / C / F (100–80 / 79–70 / 69–60 / below 60) 3 / 2 / 1 / 0
5-level S, A / B / C / F (100–90 / 89–80 / 79–70 / 69–60 / below 60) S and A = 3 / B = 2 / C = 1 / F = 0

Rules worth knowing

•
Regular degree-program grades only. Research-student and Japanese-language-school grades are excluded. Graduates use their final degree; current students use their current course.
•
“Pass” and “Approved” grades are excluded from the calculation entirely.
•
Non-credit courses vary. NAIST counts them as 1 credit; Tokyo Gakugei counts subjects. Follow your university’s instruction.
•
Rounding is contested. NAIST rounds down to two decimals; Tokyo Tech says round off. Follow your university’s stated method — do not assume truncation is a MEXT rule.
•
The university calculates the GPA that counts. Your own figure is preliminary only.

Where the 2.30 / 3.00 minimum applies

This threshold appears in university-recommendation guidelines for graduate applicants. The FY2027 embassy-track research guideline sets no numeric GPA — it uses percentage thresholds instead (see India and Nepal below). No source confirms 2.30 as a MEXT-wide minimum for undergraduates. We checked embassy pages across Asia, Africa, Europe and the Pacific. Only India and Nepal publish numeric thresholds as a table. The rest link to the central 2027 guideline, which sets no percentages at all. That’s why “what score do I need?” has no single answer — it depends entirely on your embassy.

Sample calculation. Three courses: A (3 credits, 3 points), B (4 credits, 2 points), C (2 credits, 1 point). Weighted sum = (3×3) + (4×2) + (2×1) = 19. Total credits = 9. GPA = 19 ÷ 9 = 2.11, below the 2.30 threshold.

For the full method with worked examples, the clearest sources are Tsukuba’s GPA guide (PDF) and NAIST’s calculation sheet. MEXT itself does not publish a canonical page.

Language requirements by route

The minimums depend on your route. Embassy applicants must show willingness to learn Japanese and sit written exams. University-recommendation applicants must meet a test threshold. Most applicants assume MEXT requires a single English test score. It doesn’t. The two routes set different rules, and no official page pulls them into one place.

University-recommendation route

Language path Threshold Equivalent or waiver
Japanese JLPT N2 or above A degree taught mainly in Japanese, or the accepting university’s judgment of equal ability. Some universities set a lower bar (Nagoya City accepts N3 for Japanese-taught classes).
English CEFR B2 in all four skills A degree taught mainly in English, or university judgment. Typical benchmarks: TOEFL iBT 72 (Hokkaido requires R18, L17, S20, W17), IELTS 5.5, EIKEN 2300, Cambridge 160.

Test results are valid about two years, with university-specific cutoff dates.

Embassy route — research students

•
No minimum score. The guideline requires you to be “willing to learn Japanese.” That is the whole condition.
•
Written exams in Japanese and English at the embassy. The English exam is waived in countries where English is an official language. Sample papers are on the Study in Japan website.
•
Certificates are submitted only if you already have one, dated within two years. Several embassies (including Cyprus) state Japanese is not mandatory.

Embassy route — undergraduate

Undergraduate is a five-year award that includes one year of preparatory Japanese language study. If your chosen program is taught in English, some embassies (Australia, for example) confirm Japanese is not required for admission.

Do I need Japanese? For English-medium programs, no. For Japanese-medium programs, N2 or above on the university route, or the embassy’s written exams on the embassy route. The university route’s Tohoku FGL (four years, English-taught, university-recommendation only) requires no Japanese for admission, with TOEFL iBT 79+ or IELTS 6.0+.

India and Nepal thresholds

Embassy-track applicants are judged on academic percentages, not the GPA formula. India and Nepal publish these clearly. For every other country, check your embassy’s page — percentage thresholds are not published centrally.

Country Category Threshold
India Research 70% in bachelor’s and master’s. 65% for humanities and social sciences bachelor’s.
India Undergraduate 80% in Grade 12 (or 80% in Grade 10 plus a provisional document projecting 80%+ in Grade 12).
Nepal Research 70% (CGPA 3.1) natural sciences; 60% (CGPA 2.5) humanities and social sciences. Averaged over plus-two and above.
Nepal Undergraduate 75% (CGPA 3.5) natural sciences; 65% (CGPA 2.9) humanities. Averaged across SEE and plus-two.

Health and TB screening

Every applicant submits a physician-signed health certificate in the prescribed format, attesting to no physical or mental condition that would hinder study in Japan. Timing varies — Armenia asks for it by interview day.

TB screening is country-specific. The Japanese government requires pre-arrival tuberculosis screening for some countries. One university guide names the Philippines, Nepal and Vietnam for a certificate of non-active TB with the application. Grantees who test positive for an infectious disease must be treated and confirmed recovered before arrival is approved.

Who is not eligible

The guidelines list categories of applicants who cannot apply. Check this before anything else.

•
Active military personnel or civilian employees of a military organisation.
•
Previous MEXT grantees (with some exceptions).
•
Applicants to another MEXT program at the same time.
•
Current students in Japan on a Student visa (with limited exceptions for those finishing before payments begin).
•
Applicants who cannot meet the academic-background condition by the deadline.
•
Applicants who will not seek a degree in Japan.

A new Student visa is required even if you currently hold another Japanese residence status.

Frequently asked questions

Does meeting the requirements guarantee I will receive the MEXT Scholarship?
No. Meeting the requirements means you are allowed to apply. Selection is competitive: document screening, written exams and interviews decide the outcome, and passing the first screening does not guarantee the final result.
What GPA do I need for MEXT?
It depends on your route. University-recommendation guidelines for graduate applicants require 2.30 out of 3.00, calculated with MEXT’s weighted formula. The embassy research guideline sets no numeric GPA — it uses percentage thresholds instead (India: 70%, Nepal: 70% natural sciences).
What language score do I need for MEXT?
Also route-specific. University-recommendation applicants need JLPT N2 or CEFR B2 in all four skills — for example TOEFL iBT 72 or IELTS 5.5. Embassy research applicants need no minimum score; they must be willing to learn Japanese and sit written exams in Japanese and English.
What is the MEXT age limit?
For the 2027 cycle: Research applicants must be born on or after 2 April 1992 (under 35); Undergraduates on or after 2 April 2002 (under 25). Teacher Training and Japanese Studies windows differ — check your embassy’s call.
Can I apply if I’m over the age limit?
Only in rare cases. The guidelines allow an age waiver when MEXT judges that country circumstances — military service, war disruption — prevented you from applying in time. Personal circumstances do not qualify. If you are over the limit for your degree level, check whether a higher category covers you — for example, over-age Undergraduates with a bachelor’s degree can apply as Research Students.
What if I fail the embassy’s written exam?
You cannot progress to the interview stage in that round. You can reapply in a future cycle if you still meet the eligibility criteria at that time.
Can I apply through both the Embassy and University routes?
No. Those currently applying to another program in the MEXT scholarship system are ineligible. Applying to both routes at once leads to exclusion.
Are the eligibility rules the same for every MEXT category?
No. Each of the seven categories has its own age limit, academic requirement and language threshold. Choosing the wrong category is an automatic disqualifier.

Method: I read the 2027 cycle guidelines, embassy pages and university guidelines below on 8 October 2026. Where a figure applies only to one route or one university, the text says so.

Corrections so far: TOEIC 785 was listed as an accepted score in earlier versions of this guide. It appears in no official MEXT source and we removed it in October 2026. If you see it in another guide, it hasn’t been checked.
