Every rule below comes from the 2027 cycle MEXT guideline, Study in Japan, or university international-office pages linked in Sources. Where a rule applies only to one route, the text says so.

⚠️ Three things to know before reading:

1. The University route needs a supervisor before you apply. You apply to a university that has a MEXT quota, not to MEXT or your embassy. The university nominates you. Without a willing supervisor, the route does not open.

2. The 2027 round is under suspension review. MEXT notified universities of the “high possibility” that AY2027 University Recommendation recruitment may be suspended. Some universities have suspended it. Others are continuing under “Special Programs” only. Confirm status with your target university before preparing anything.

3. You can only use one route per cycle. Applying to both Embassy and University Recommendation at once leads to exclusion.

Quick answer

The University Recommendation route is one of two MEXT scholarship paths. You apply to a Japanese university that holds a MEXT quota, not to MEXT or your embassy. The university screens you and, if selected, nominates you to MEXT for final review.

If you have a supervisor in mind, this is your route. The Embassy route is for applicants without a university contact. The comparison table below shows the difference.

The one rule: a university nomination is required before MEXT reviews your file — and MEXT still makes the final decision. Nomination is necessary, not sufficient.

University vs Embassy Recommendation

The two MEXT routes start in different places, ask for different evidence, and end with different placement processes. This table shows what differs.

University Recommendation Embassy Recommendation
You apply to A Japanese university that holds a MEXT quota The Japanese embassy in your country
You need first A supervisor who will nominate you Nothing — apply directly
Written exam No Yes — Japanese and English, format varies by embassy
Academic threshold 2.30/3.00 GPA + JLPT N2 or CEFR B2 Percentage-based, set by each embassy
Interview Conducted by the university, per programme Conducted by the embassy
Timeline Set by each university, often Oct–Jan Fixed national cycle, opens April–June
Placement Fixed from the start — you applied to a specific university MEXT places you (undergraduates). Research students arrange provisional acceptance after passing.
2027 status 🟡 Under suspension review. Some schools closed, others continue on Special Programs. 🔴 Closed. Windows ran April–June 2026.

What the University Recommendation route actually is

You approach a Japanese university directly, express interest in a specific programme, and get a supervisor to nominate you. The university runs its own internal selection — usually a document review, sometimes an interview, occasionally a research presentation. If they select you, they forward your file to MEXT.

MEXT then reviews every university’s nominations and makes the final award. A nomination is the entry gate, not the award.

Not every university participates. Only universities and graduate schools designated by MEXT can nominate. Quotas vary by institution. Before you contact any professor, confirm that the school is on the current MEXT participant list — usually published on the university’s own MEXT scholarship page.

Eligibility summary

Applicants must clear two layers: MEXT’s baseline rules, and the university’s own admission standards.

•
MEXT baseline: eligible nationality, age under 35 for Research, GPA of 2.30 on MEXT’s 3.00 scale, and JLPT N2 or CEFR B2 depending on the programme language.
•
University-level: programme-specific admission criteria, research alignment with the supervisor, and any additional requirements the school publishes.

Full rules — nationality, age limits by category, GPA formula, language thresholds, health, non-eligibility list — are on the MEXT Eligibility guide.

How the process works

Six stages. The first three depend on you, the last three on the university and MEXT.

Stage What happens Who drives it
1. Confirm participation Verify the university holds a MEXT quota for your programme in 2027 or 2028. You
2. Contact a supervisor Email a professor whose research matches yours. Some universities expect this; others forbid it before admission. You
3. Apply to the university Submit the university’s MEXT application package by its deadline. You
4. Internal screening Document review, sometimes an interview or research presentation. University
5. Nomination to MEXT If selected, the university forwards your file to MEXT. University
6. MEXT final decision MEXT reviews all nominations and awards the scholarship. Results usually arrive late June. MEXT

Finding a university

Three things determine whether a university is a viable MEXT target.

•
It holds a MEXT quota for your category. Not every graduate school participates. Check the school’s MEXT scholarship page for a current nomination notice.
•
It offers your programme. A supervisor match is not enough if the university does not run the specific degree course you need.
•
Its 2027 window is actually open. MEXT notified universities that AY2027 recruitment may be suspended. Some schools have closed the route permanently for 2027, others are continuing under Special Programs only. Confirm before preparing anything.
Some universities have already closed the route for 2027. Tohoku University’s Graduate School of Life Sciences discontinued its General Selection from 2027. Waseda suspended its General Program. Both may still offer Special Programs — verify directly with the school. And do not assume a university participates just because it participated in previous years — the participant list is updated each cycle.

Contacting professors

This is the step the entire route depends on. Do it wrong and you will not get a response. Do it right and you have entered the process.

Before you send anything

•
Read two of the professor’s recent papers. Reference one specifically in your email.
•
Write a one-paragraph research idea that fits their lab, not a generic statement about wanting to study in Japan.
•
Confirm from the university’s MEXT page whether the school wants applicants to contact professors. Some do not — contacting early in those cases hurts you.

What to include in the email

•
A short CV (1–2 pages).
•
Academic transcript, if the university permits attachments.
•
A one-page research statement, not a full proposal. You will write the full proposal later.
•
Do not mass-email. Professors talk to each other. Two identical emails to two labs in the same department are noticed.
•
Do not ask what MEXT is. By the time you email a professor, you should already know the scholarship exists and that the school participates.
•
Ask one clear question. “Would you consider supervising a MEXT University Recommendation application for the 2027 cycle?” — not a paragraph asking for guidance.

Documents

The University route uses the same core MEXT document set as the Embassy route, plus whatever the university adds. Common additions include the university’s own application form, a research proposal tailored to the target lab, and a letter of acceptance from the supervisor (if the university requires it before nomination).

Timeline

Each university sets its own window. The pattern below is typical, not universal.

Stage Typical window
Guidelines released September 2026 – January 2027, per university
Supervisor contact Before the deadline. Some universities expect 2–3 months’ notice.
Application submission Common months are January and February 2027
Internal screening February–March 2027
Nomination to MEXT March–April 2027
MEXT final review April–June 2027
Results Usually late June 2027
Arrival in Japan September–October 2027 (April 2028 for some programmes)

Specific university windows — Hokkaido, Nagoya, Tokyo, Kyoto, JAIST, Tohoku, Waseda — are in the MEXT Timeline guide.

Common mistakes

•
Emailing professors before confirming the university participates. If the school has no MEXT quota for 2027, the professor cannot nominate you, no matter how interested they are.
•
Sending the same email to multiple professors in the same department. It is remembered, and it hurts every application.
•
Assuming a nomination is the scholarship. MEXT still makes the final decision, and not every nominee is awarded.
•
Applying to both routes at once. MEXT excludes applicants who do.
•
Ignoring the 2027 suspension notice. Preparing a full application for a programme that has been suspended wastes a year.

What to do this week

Editorial recommendations based on where the 2027 cycle stands on 8 October 2026.

Your situation Do this first
You have a supervisor but haven’t checked their school’s 2027 status Open the school’s MEXT scholarship page today. Confirm the route is running before you spend more time.
You’re unsure which route fits you If you have no supervisor yet, use the Embassy route. If you have a professor who will nominate you, stay here.
You’re planning to email a professor Read two of their papers first. Reference one. Ask one clear question. Do not send the same email to their colleague.
You want 2028 arrival Confirm the school still holds a quota and start supervisor contact in early 2027, ahead of the October–January window.

Once you have your nomination, the CoE, visa and arrival steps are in the MEXT Application Guide.

Frequently asked questions

Do all Japanese universities offer MEXT University Recommendation?
No. Only universities and graduate schools designated by MEXT can nominate applicants, and quotas vary by institution. Some universities participate in one year and not the next. Always check the school’s own MEXT scholarship page for the current cycle before contacting any professor.
Can I apply without contacting a professor?
It depends on the university. Some expect you to contact a supervisor before applying; others forbid it and assign supervisors internally after admission. Check the school’s MEXT page. There is no universal rule.
Is University Recommendation easier than Embassy Recommendation?
Neither is easier. University Recommendation has no written exam but requires a willing supervisor and a competitive internal nomination. Embassy Recommendation has a written exam but no supervisor requirement. The right route is the one that fits your situation.
Is the 2027 University Recommendation round going ahead?
It is under active review. MEXT notified universities of the “high possibility” that AY2027 recruitment may be suspended. Some universities have already closed their General Selection for 2027 — Tohoku’s Life Sciences school and Waseda are two examples. Others are continuing under Special Programs only. Confirm the current status directly with your target university before you begin preparing.
Can I apply through both routes?
No. Applying to both routes in the same cycle leads to exclusion. Choose one before you prepare anything.
What happens if the university nominates me?
The university forwards your file to MEXT. MEXT reviews all nominations and makes the final decision, usually in late June. A nomination is a significant milestone but not the scholarship itself.
Do I need a Letter of Provisional Acceptance (LoPA)?
Generally no. The LoPA is specific to the Embassy route, where research applicants arrange provisional acceptance after passing. On the University route, you applied to a specific school, so the school’s own acceptance letter usually serves the purpose. Confirm with your university.

Method: I read the 2027 cycle MEXT guideline, Study in Japan, and university MEXT pages from Hokkaido, Nagoya, Tokyo, Kyoto, JAIST, Tohoku and Waseda on 8 October 2026. Where a rule applies to only one route, the text says so.

Corrections so far: Earlier versions of this page did not mention the 2027 suspension review. It was added in October 2026 after MEXT’s notice to universities was confirmed. The post-selection URL was also broken and has been fixed.
