MEXT Scholarship: Benefits, Eligibility & How to Apply (2027)

Every figure below comes from MEXT’s official guidelines and the Study in Japan portal, linked in Sources. Where a figure comes from a 2026 call, I say so.

Quick answer: MEXT (Japan’s Ministry of Education, Culture, Sports, Science and Technology, or Monbukagakusho) funds seven scholarship categories through two routes, Embassy Recommendation and University Recommendation. Tuition is waived, most categories receive ¥117,000 to ¥145,000 a month, and MEXT provides economy airfare. Housing is not provided.

The one rule: you can use only one route per round, so choose your category and route before you prepare documents.

⚠️ Three things to know before reading:

1. The 2027 embassy round is closed. MEXT names each round by arrival year. “MEXT 2027” means arrival in April or September/October 2027. The next embassy round, for 2028, has not been published.

2. University-route dates are set by each university. Some deadlines are open now, in October 2026.

3. You can only use one route. Applying to another MEXT program in the same period makes you ineligible.

How the MEXT Scholarship works

The seven MEXT categories and what each pays

Choose the category that matches your highest completed qualification. Each category has its own age limit, academic requirement and guidelines, covered in the eligibility guide.

A regional supplement of ¥2,000 or ¥3,000 a month applies in designated regions. The Teacher Training amount comes from a 2026 call, so confirm it when the next call opens.

What MEXT covers and what you pay for

Covered You pay for
Entrance exam, matriculation and tuition fees (waived). If a research student cannot proceed to a master’s or doctoral course, the entrance exam fee falls to the student. Housing and daily costs, paid from your allowance. You must enroll in National Health Insurance; the guidelines do not say who pays the premiums, so ask your university.

Dependents: there is no allowance for family members. The guidelines say housing is hard to find for grantees with dependents and advise arriving alone first.

How competitive is MEXT? (acceptance rate)

MEXT does not publish acceptance rates, and any percentage you see online is unsourced. These are the verifiable signals instead:

•
Total scale: as of 1 May 2024, 9,304 foreign students were studying in Japan on the program. That counts everyone currently enrolled, not annual selections.
•
One country’s yearly intake: the Consulate General of Japan in San Francisco says around 25 students from the US receive MEXT each year.
•
Slots are set per embassy and per university. One University of Tokyo graduate school expects to nominate 1 or 2 students for October 2027 enrollment.
•
Passing first screening is not enough. MEXT states that those who pass will not necessarily be selected.

Mistakes at the decision stage

•
Choosing the wrong category. Each category has its own guidelines and forms.
•
Applying through both routes. Applying to another MEXT program in the same period makes you ineligible.
•
Misreading the round name. “MEXT 2027” means arrival in 2027, and its embassy call opened in about April 2026. Use the current round’s call.
•
Not checking what your own embassy offers. You apply at the mission in your country of nationality, and embassies choose which categories to run. Kuwait’s embassy accepted only Kuwaiti citizens, and Yemen’s took research applicants only.
•
Treating placement as MEXT’s job. For research applicants through the embassy, MEXT says a letter of provisional acceptance strongly affects the final result.
•
Arriving without a cash buffer. The first allowance arrives 1–1.5 months after you land, and MEXT recommends bringing about US$2,000.

You are a graduate with no university chosen Plan for the Embassy round for 2028. Bookmark your embassy’s page, check it offers your category, and start collecting transcripts, your degree certificate and a recommendation letter.
You are finishing high school Plan for the Undergraduate category through your embassy. The 2027 round ran from about April 2026 to final results after February 2027, so allow a year.
You are a teacher, vocational or technical student, or public administrator Check whether your embassy runs your category at all. Embassies decide which categories to offer.

Frequently asked questions

Is the MEXT Scholarship fully funded?
Mostly. Tuition is waived, you receive a monthly allowance, and MEXT buys an economy flight to Japan. Housing is not provided, so you pay for it from the allowance, along with travel insurance and daily costs. The first payment arrives 1–1.5 months after you land, and MEXT suggests bringing about US$2,000.
Can I apply through both the Embassy and University routes?
No. Those currently applying to another program in the MEXT scholarship system are ineligible, and one university states that applying to the embassy route and a university at once leads to exclusion.
Can I apply while I’m already in Japan?
Generally not. People enrolled in Japan on a Student visa are ineligible unless they will certainly finish before payments begin. You also need a new Student visa from the Japanese mission in your country of nationality.
Can my family come with me on MEXT?
MEXT pays no allowance for family members. The guidelines say housing is hard to find for grantees with dependents, and they ask you to arrive alone first, secure housing, and then have your dependents follow.
Do I need to speak Japanese?
You must be willing to learn it. Research applicants sit written tests in both Japanese and English, and are given 6 months of Japanese only if needed. Undergraduates usually take a 1-year preparatory course and study in Japanese, unless directly placed in a program that needs none.
Can I apply if I haven’t graduated yet?
Yes. Submit a certificate of prospective graduation. You must meet the academic background requirement by the deadline, or you are ineligible.
Can high school students apply for the MEXT Scholarship?
Yes. Final-year high school students can apply under the Undergraduate category if they will complete 12 years of schooling by the required date. They submit a certificate of prospective graduation with their application.
Is there a MEXT application fee?
The embassy-route guidelines I read list no application fee. Some universities charge an examination fee for their University Recommendation route. One University of Tokyo graduate school charges ¥9,800. Check with your embassy or target university.
