Quick answer
Fulbright’s official page says you must live in the country where you are nominated, hold the equivalent of a U.S. bachelor’s degree with a good academic record by the program start date, be fluent in English, and not hold U.S. citizenship. Dual U.S. citizens are not eligible (Foreign Fulbright Program).
Additional requirements differ by country, including degree level and how university placement works (Foreign Fulbright Program). Your country’s Fulbright Commission, foundation or U.S. Embassy sets them.
No tool can confirm your eligibility. Use the checker below to find your office, then read its own requirements.
This guide is part of our Fulbright Foreign Student Program overview. For the application steps, see our application guide.
Select your home country to view the Fulbright administrator, typical degree levels, and a link to our detailed country guide. Each guide includes current eligibility notes, deadlines, and official application links.
Data is based on LearnViaHub’s researched country guides and official administrator information as of August 2026. Always confirm programme-specific details on the official commission or U.S. Embassy website before applying.
Select your country in the checker to find your administering office. Confirm the result on Fulbright’s official country list, which is the final word on whether and how your country takes part. The checker does not review your qualifications, grades or test scores.
Requirements that apply to every country
These come from Fulbright’s central page for the Foreign Student Program. Your country may add to them.
| Requirement | What Fulbright says |
|---|---|
| Where you live | Reside in the country of nomination at the time of application. |
| Education | At the program start date, hold the equivalent of a U.S. bachelor’s degree with a good academic record. |
| English | Fluency shown by a recommended recent score of at least 550 (paper-based TOEFL), 79 to 80 (TOEFL iBT) or 6.5 overall (IELTS). The page says “recommended”, and your country may set its own score. |
| Citizenship | Do not hold U.S. citizenship. Dual citizens are not eligible. |
| Field of study | Programs with clinical requirements, such as dentistry, medicine, pharmacy and nursing, are not supported. Fields such as public health and nursing administration are permitted. |
| Where you apply | Through the binational Fulbright Commission or Foundation, or the U.S. Embassy, in your home country. |

Who is not eligible
| Situation | What the sources say |
|---|---|
| U.S. citizens, including dual citizens | Not eligible (Foreign Fulbright Program). U.S. citizens can look at the U.S. Student Program instead. |
| U.S. green card holders | Several offices say they are not eligible. Fulbright Australia says so (Fulbright Australia FAQ), Fulbright Philippines says a permanent resident cannot meet the J-1 residency requirement (Fulbright Philippines FAQ), and Amideast says the same for West Bank and Gaza (Amideast FAQ 2025–26). Fulbright’s central page does not list this, so confirm with your office. |
| People already living or studying in the United States | Fulbright’s central page requires residence in your home country when you apply. Fulbright Philippines says people currently studying or researching in the United States are not eligible. |
| Clinical degree programs | Dentistry, medicine, pharmacy and nursing programs are not supported (Foreign Fulbright Program). |
Rules that change by country
Fulbright says program eligibility, university admission and placement, and selection procedures vary widely by country (Foreign Fulbright Program). Two examples show the difference:
| Country | Degree level | Other stated rules |
|---|---|---|
| Kosovo | Master’s, for one year or longer | Aimed at young professionals from Kosovo. Fulbrighters must return to Kosovo for at least two years (U.S. Embassy Kosovo). |
| Timor-Leste | Master’s, up to two years | Up to three students. Open to any field except programs with clinical requirements (U.S. Embassy Timor-Leste). |
Work experience, degree level, test requirements and the grades expected are all set locally. We did not find one official table of them for all countries, so check your own office’s page.
Next steps
These steps are our suggestion.
- Find your office. Use the checker, then confirm on Fulbright’s country list.
- Read its requirements and deadline. Note degree level, English score, work experience and any limits on fields.
- Check your own situation against the table above, including citizenship, residence and field of study.
- Ask if anything is unclear. Write to your office before spending time on essays. Our application guide covers the rest.
Frequently asked questions
What if my country is not in the checker?
Check Fulbright’s official country list on its application page. If your country is not in that list, we found no Foreign Student Program information for it there. Ask the U.S. Embassy in your country.
Is there a minimum GPA?
Fulbright’s central page asks for a “good academic record” and states no minimum GPA (Foreign Fulbright Program). Your country’s office or the U.S. university may expect more, so ask.
Can I apply if I hold dual citizenship?
Not if one of your citizenships is U.S. (Foreign Fulbright Program). Fulbright Australia says dual citizenship with any other country does not affect eligibility there (Fulbright Australia FAQ), but check your own office.
What English score do I need?
Fulbright’s page recommends at least 79 to 80 on the TOEFL iBT or 6.5 overall on the IELTS (Foreign Fulbright Program). Countries can set their own scores, so check yours.
Do I have to return home after the program?
Fulbright grantees enter the United States on a J-1 visa and are subject to a two-year home-country presence requirement (Fulbright Commission UK). Some countries state it in their own announcement, for example Kosovo’s.

How we researched this
Last checked: 22 October 2026. We read the Foreign Fulbright Program application page, the Fulbright Australia and Fulbright Philippines FAQs, the Amideast FAQ for West Bank and Gaza (2025–26), the U.S. Embassy Kosovo and U.S. Embassy Timor-Leste announcements, and the Fulbright Commission UK application instructions (2024–25).
We found no single official table of requirements for all countries, so this page gives only the central requirements and examples. We did not verify country-by-country work experience, test scores or degree levels. The checker’s results should be confirmed on your own office’s page. The next-steps list is our suggestion.
