Quick answer
You never apply to the Commonwealth Scholarship Commission (CSC) alone. For Master’s and PhD Scholarships you apply to a nominator, usually your national nominating agency, and also submit the CSC’s online application on CSC Central. For Shared Scholarships you apply to the university course and to CSC Central, with no nominator (Master’s Scholarships page; CSC Shared Scholarships page).
The 2027/28 Master’s and PhD round closed at 16:00 BST on 20 October 2026. The Shared Scholarship round opens on 10 November 2026 and closes at 16:00 GMT on 8 December 2026.
The most important document is the Development Impact statement. The CSC does not charge an application fee, and it cannot accept applications or documents sent any way other than CSC Central.
This guide covers how to apply. For award types, funding and country lists, see our Commonwealth Scholarship overview. To check whether you qualify first, see our eligibility guide.
Which route applies to you
| Award | How you apply | Who selects |
|---|---|---|
| Master’s or PhD Scholarship | Apply to your nominator (usually the national nominating agency), then submit on CSC Central. The CSC does not accept direct applications. | Nominators select candidates and send them to the CSC. The CSC makes the final selection. |
| Shared Master’s Scholarship | Apply to an approved course at a participating university, and submit on CSC Central. There is no nominator. | The university selects candidates and the CSC confirms eligibility. |

Source: CSC Master’s page, PhD page and Shared page. Nominators may set their own closing dates, so your national deadline can differ from the CSC’s. The Master’s round ran for six weeks, so prepare your statement and referees before the round opens. The CSC’s pages still described the Master’s and PhD round as open when we checked on 21 October 2026, although its stated closing time had passed.
Step-by-step application process
- Confirm you are eligible. Check your country, degree and the extra rules for your award in our eligibility guide.
- Find your nominator and its rules. The CSC lists the national nominating agencies and says each may have its own eligibility criteria and selection process. Send questions to the agency, not the CSC (Master’s Scholarships page).
- Choose universities and, for a PhD, a supervisor. The CSC advises listing three universities in order of preference, and it will not change them after selection unless unforeseeable information emerges. For Shared Scholarships, pick a course from the CSC’s approved courses list.
- Seek university admission early. The CSC says you do not need an offer letter when you apply for a Master’s or PhD Scholarship, but it strongly advises seeking admission at the time of, or as soon as possible after, applying (CSC FAQs). For a Shared Scholarship you must apply and secure admission for the course as well. Many courses have strict admission deadlines.
- Draft your answers outside the system. The CSC advises preparing them in advance, then pasting them into CSC Central.
- Apply to your nominator, or to the Shared Scholarship university, in the format they require. Nominators may have their own forms and deadlines.
- Submit on CSC Central before the deadline. Upload every document in the required format. Missing documents make the application ineligible.
- Wait for selection. For Master’s and PhD, nominators send candidates to the CSC and the CSC chooses from that pool, so a nomination is not a guarantee. If the CSC selects you, you receive a Confirmation of Award once you meet the admission terms. See our interview guide in case your nominator or university interviews candidates.
Finding your national nominating agency
These are websites the CSC lists for some nominating agencies. The full list, with contact details, is on the CSC national nominating agencies page, and it can change each round.
| Country | Agency website listed by the CSC |
|---|---|
| Bangladesh | shed.gov.bd |
| The Gambia | moherst.gov.gm |
| Ghana | Ghana Scholarships Secretariat: scholarships.gov.gh |
| India | Ministry of Education: education.gov.in |
| Nigeria | Federal Scholarships Board: education.gov.ng |
| Pakistan | hec.gov.pk |
| Rwanda | hec.gov.rw |
If your country’s details are unclear, check the CSC list for your country and contact the agency directly. For Master’s and PhD Scholarships, the CSC does not accept applications that skip the nominator (Master’s Scholarships page).
Documents you need
| Document | What the CSC asks for |
|---|---|
| Passport or national ID | Proof of your citizenship or refugee status, showing your photo, date of birth and country of issue. |
| Full transcripts | All higher education qualifications, including results to date. To compare your grades with the UK 2:1 standard, use our GPA to percentage converter and confirm with your nominator. |
| Two references | At least two references, uploaded in PDF. For Shared Scholarships, one referee must be a current employer if you have one. |
| Supervisor’s statement (PhD) | A signed statement from a proposed UK supervisor at one of the universities named on your form. |
| Development Impact statement | Written in the application form. See the next section. |

The Development Impact statement
The CSC form asks for this statement in four parts and links it to one of six development themes (Master’s Scholarships page; CSC development themes). Use the planning table below to draft each part before you open CSC Central. The prompts are our questions, based on the CSC’s wording.
| Part | What the CSC asks | Prompt to answer |
|---|---|---|
| 1. Link to development issues | How does your study relate to development issues at global, national and local level, and to your chosen CSC theme? | What problem will you work on, and where? |
| 2. Apply your skills | How will you use the skills and knowledge you gain once you return home? | Which role, organisation or project will you take on? |
| 3. Expected change | What change do you expect, over what timeframe, and who benefits? | Who are the beneficiaries, and by when? |
| 4. Measuring impact | How could you measure your impact? | Which indicator would show it worked? |
The CSC says it assesses candidate merit, the quality of the study or research proposal, and the potential impact on your country’s development (CSC selection criteria). The six themes are science and technology for development; population health, health systems and capacity; innovation and entrepreneurship; peace, security and governance; resilience and response to crises; and access, inclusion and opportunity.
Using CSC Central
- The CSC cannot accept applications or documents submitted any other way than CSC Central (Master’s Scholarships page).
- Registration uses two-factor authentication, so have a smartphone or second email account ready.
- You cannot edit an application after you submit it.
- The CSC says refreshing the browser can lose unsaved data, so draft answers elsewhere.
- Submit early. The CSC says the system is very busy in the days before a deadline.
Example: why your nominator’s rules matter (India)
A nominator can add rules that the CSC page does not list. India’s Ministry of Education says candidates who spent more than six months abroad for study, training or specialisation may apply only if they have been back in India for at least two consecutive years on a date set in each notice. In its 2026 Commonwealth Master’s notice that date was 2 September 2025 (Ministry of Education guidelines; 2026 notice). The same notice says there is no age limit, that applicants apply through the Ministry’s SAKSHAT portal as well as the CSC’s system, and that the final decision rests with the CSC. The date changes with each notice, so read the current one.
Frequently asked questions
Do I need a university admission offer before applying?
Not for Master’s or PhD Scholarships. The CSC says you do not need an offer letter at the application stage, and it strongly advises seeking admission at the time of, or soon after, applying (CSC FAQs). Shared Scholarships are different: you must apply and secure admission for the course as well as applying to the CSC (CSC Shared Scholarships page).
Can I apply directly to the CSC?
Not for Master’s or PhD Scholarships. The CSC does not accept direct applications, so you apply through a nominator and also submit on CSC Central (Master’s Scholarships page).
Can my nominator add requirements the CSC does not have?
Yes. The CSC says each nominator may have its own eligibility criteria and selection process (Master’s Scholarships page). You must meet both your nominator’s criteria and deadline and the CSC’s (CSC FAQs). India’s six-month-abroad rule above is one example.
How early should I start?
The Master’s round this year ran for six weeks, from 8 September to 20 October 2026, and nominators may close earlier (Master’s Scholarships page). Draft your statement, line up referees and apply for admission before the round opens.
My country’s nominating agency is not clear. What should I do?
Check the CSC list first and then contact the agency named there. For a Master’s degree you could also consider a Shared Scholarship, which has no nominator, if your country is eligible and you meet its extra rule (CSC Shared Scholarships page).
Do I need IELTS?
The CSC does not require an IELTS test. Universities may set their own English requirements (Master’s Scholarships page).
Is there an application fee?
No. The CSC does not charge a fee to apply. Be careful with sites that ask for payment, and see the warning about fake sites in our overview.

How we researched this
Last checked: 21 October 2026. We read the CSC’s Master’s, PhD, Shared Scholarships and Scholarships and Fellowships pages, its national nominating agencies page, its FAQs, and India’s Ministry of Education guidelines and 2026 Commonwealth Master’s notice. Every date, rule and document above comes from those pages unless another source is linked. We left out figures we could not match to an official source. The planning prompts are our own wording.
Dates and nominator rules change between rounds, so confirm them with the CSC and your nominator before you apply.
