Short answer
The U.S. standard is a 4.0 scale: A = 4.0, B = 3.0, C = 2.0, D = 1.0 and F = 0.0, with plus and minus grades in between (A− = 3.7, B+ = 3.3 and so on). An unweighted GPA tops out at 4.0 at most schools, so the maximum GPA in the U.S. is usually 4.0.
There is no national rule. Cornell gives an A+ 4.3, and high schools that weight honors and AP courses report GPAs above 4.0, often up to 5.0. A 95 is an A, which is 4.0 unweighted at the schools checked for this guide.

The U.S. 4.0 scale
A GPA is the average of your grade points, weighted by credit hours. Each letter grade has a point value. The values below are published by the registrars of James Madison University and Indiana University. The percentage bands are the common examples listed by the College Board; schools set their own.

What is the maximum GPA in the U.S.?
At most schools it is 4.0, because an A+ either counts as 4.0 (Indiana University) or does not exist (James Madison University). A few universities go higher: Cornell’s registrar states that its letter grades are averaged on a 4.3 scale. High schools that weight advanced courses can report 4.5, 5.0 or more. The ceiling is whatever your own school’s scale says.
What is a 95, 94 or 93 on a 4.0 scale?
A 95 is an A on the common percentage bands above, and an A is 4.0 on an unweighted scale. A 94 and a 93 are also A grades at schools where the A band starts at 93. Weighted GPAs differ more, because each school decides how much extra an honors or AP course earns.
The table compares the same marks under two published school policies: Alexandria City High School (Virginia) and the Oxford Area School District (Pennsylvania, policy 5320, for the class of 2018 onward).

The same 95 earns 4.0 in a standard course in both districts, but an AP course adds 1.0 in one and 0.5 in the other. Oxford even gives a 98 in a standard course 4.3. This is why a number like “a 95 weighted GPA” cannot be converted without the school’s own table. Look for the grading legend on your transcript or the school profile your counselor sends with applications.
Worked example: a 100-point school
If your school reports percentage averages, convert each course mark to points first, then average them. Using the Alexandria table, take four courses of equal credit: English 94 (standard), Chemistry 88 (honors), History 91 (AP), Math 85 (standard).

Weighted: 15.5 ÷ 4 = 3.875, or 3.88. Unweighted: 14.0 ÷ 4 = 3.50. The courses are illustrative and show the method only.
How to calculate your U.S. GPA
James Madison University’s registrar defines GPA as quality points divided by credit hours attempted. Quality points are the grade point value multiplied by the course’s credit hours. Failed courses count: the credit hours you attempt count whether you pass or fail.
GPA = total quality points ÷ total credit hours attempted

Do not round grade points before you average them. Round only the final GPA, to the number of decimals your school uses.
Unweighted vs weighted GPA
An unweighted GPA treats every course the same and uses the 4.0 scale. A weighted GPA adds points for courses a school considers more demanding, such as honors, AP or IB, so it can exceed 4.0. A weighted GPA is not on a 4.0 scale, and the extra points are set by each school or district. The College Board notes that weighting varies between school districts and that the GPA on your transcript may not be the one admissions offices use.

The University of California is an example of a college recalculating your GPA. It uses only the grades in its required “a-g” courses from the summer after 9th grade through the summer after 11th grade, converts them with the values above, and adds capped honors points. California residents need at least a 3.0 and non-residents at least 3.4 in those courses, per the UC admissions page. Other colleges recalculate differently, so check each one’s requirements. Average GPA and what counts as a good GPA
The federal NAEP High School Transcript Study found an average GPA of 3.11 for 2019 high school graduates, up from 3.00 in 2009 (Institute of Education Sciences). Whether a GPA is good depends on where you are applying. UC’s minimums above are one published threshold; each college, scholarship and graduate program sets its own, so check the requirement on the program’s admissions page.
Grades that do not count toward GPA
Schools publish which grades enter the GPA. At Indiana University, these grades are not included: P (pass), S (satisfactory), I (incomplete), X (retaken and replaced under the grade replacement policy), R (deferred), NC (no credit) and NR (no report). An FN, failed for non-attendance, is 0.0 and appears on the transcript as an F.
Repeat policies differ. Indiana replaces a retaken grade, while Cornell counts both letter-graded attempts in the GPA. Read your school’s policy before retaking a course.

Converting your grades to a U.S. GPA
There is no universal formula for converting grades from another country. Each program decides how it reads foreign transcripts, and some require an evaluation from a credential evaluation service such as WES or ECE. How much work a U.S. credit hour involves
The federal definition of a credit hour in 34 CFR 600.2 is at least one hour of classroom instruction and two hours of out-of-class work each week for about fifteen weeks. A 15-credit semester therefore means at least 45 hours of study-related work per week (15 × 3 hours). That is a calculation from the regulation, and your school may expect more.
Credit load and F-1 status
The U.S. Department of Homeland Security’s Study in the States site says F-1 undergraduate students at a college or university must take at least 12 credit hours per term, and cannot drop below a full course of study unless the designated school official approves it and updates the student record. Talk to your international student office before you withdraw from or drop any course.
